Council Approves Contract with BVSPCA Effective February 1, 2020

Effective February 1, 2020, Upland Borough Council has entered a three (3) year contract with the Brandywine Valley SPCA (“BVSPCA”) to handle the borough’s stray dog and cats.  Borough residents need to contact the Upland Borough Police Department to report a stray dog or stray cat.  The BVSPCA will assign Animal Protective Services Officers to respond and provide services to the Borough.

The borough shall pay an annual baseline contract fee of $1,060.90, acquisition fee at the rate of $265.22 per dog and $159.13 per cat, $15.90 activity fee for each call for service, $106.09 for off-hour emergency services provided, and a monthly maintenance fee of $265.22.  All the above will have annual increases of 3%. Should the borough terminate the contract early, the Borough is liable to pay the BVSPCA for nine (9) months of service fees based on the monthly average for the six (6) months preceding the termination date.  Pet owners will be billed and pay all applicable charges to the borough when their dog or cat is claimed.
